Opening create and discover signed out

The composer has moved off the home screen onto its own create page, with starter ideas, templates, components and linked data stacks alongside it. Home is now just your apps.

Create and discover are both reachable without an account. The gate is on creating, not on looking: describe what you want, and if you are signed out the prompt is held while you make an account and handed back to the composer once it lands, so you never retype it.
