Fixing folder tiles on custom backgrounds

If you set a photo as your home background, folder tiles rendered as a flat grey wash with no blur behind them, so they read as a smudge and the small app icons inside looked like they were floating on nothing.

Folders now render as frosted glass over your wallpaper, with a hairline edge, so a folder looks like a container again.
